Maas Group Properties are eager to take the next step towards commencing works on their major mixed-use development of the former Liberal site after being awarded Development consent on the 11th April 2019 by the Western Joint Reginal Planning Panel.
Concept plans for the $84.4 million dollar development were initially released to the public in November 2017 and were received by the local community with overwhelming enthusiasm and support. In response plans were then finalised by Maas Group Properties and a DA was lodged with Dubbo Regional Council on the 3rd of April 2018.
Working with Council staff and various consultants the development was further developed and amended which comprised several changes to ensure the heritage of the Old Bank building is preserved and enhanced and urban design considerations of Macquarie Street and the greater Dubbo Central Business District massing was duly addressed. Maas Group Properties General Manager Steve Guy is proud of the amended result adding it has been great receiving the communities ongoing support for our development including witnessing the care and diligence given by Council staff in their assessment and our consultant team comprised of Architects, Heritage Architects, Urban Designers, Engineers, Town Planners, Building Surveyors and Landscape Architects.

The approved development now boasts contemporary ground floor retail and upper level commercial office floor space over-looking Macquarie Street, 290 serviced apartments and 333 on site car parking spaces.
“Throughout the approval process we have been very conscious of the local heritage value of the Old Bank Building and how the new building relates to the Old Bank and Macquarie Street. The Old Bank is a beautiful building and we believe we have made it the jewel in the crown of The Liberal development. I believe this was clear to the JRPP subsequently resulting in their approval of the development.”
The developments construction will continue to be staged in its delivery with the ‘north tower’ the first to commence late 2019/early 2020 featuring approximately 100 serviced apartments and commercial space, followed by the ‘south tower’ and completion of the project in 2020/21. All retail floor space, car parking and works to the Old Bank will form part of stage 1.
With demolition of the former Liberal building already complete, Maas Group Properties are eager to commence construction on the project, which is tipped to positively transform and add to the main street of Dubbo.
The development would further anchor the Dubbo CBD as the place to shop and work as it continues to reinforce Macquarie Street as the ‘High Street’ retail shopping precinct for the Orana region along with providing much needed contemporary office floor area within the Dubbo CBD.
